Under Treasurer and Under Secretary, Gerard Bradley

Gerard Bradley is the Under Treasurer and Under Secretary of Queensland. He was appointed to this position in August 1998 and has over 30 years' experience in the Queensland and South Australian Treasury departments.

He holds a Bachelor of Commerce, a Diploma of Advanced Accounting, is a CPA and is a Fellow of the Australian Institute of Company Directors, the Australian Institute of Management and the Institute of Chartered Accountants.

Gerard Bradley's board memberships include Chair, Board of Trustees, QSuper; Director, Queensland Treasury Holdings Pty Ltd, Queensland Water Infrasturcture Pty Ltd Board and the Public Service Commission.

Previous board memberships include Queensland Treasury Corporation, South Bank Corporation, Suncorp Insurance and Finance Ltd, Queensland Investment Corporation, South Australian Asset Management Corporation, South Australian Government Financing Authority, Funds SA and AustralAsian Railway Corporation.

Deputy Under Treasurer, Tim Spencer

Tim has previously held a range of senior appointments within the Queensland and other State and Territory Governments, including in the South Australian Department of Treasury and Finance, the Australian Capital Territory Office of Financial Management and the Queensland Departments of Premier, Economic and Trade Development and Mines and Energy. Prior to this he spent 10 years in the Commonwealth Public Service. Tim holds a Bachelor of Economics (Hons).

Deputy Under Treasurer, Alexander Beavers

Alex was appointed to this position in June 2009. Prior to this appointment he was Deputy Director-General Policy, Department of the Premier and Cabinet. Alex led the Queensland Government’s policy coordination processes and managed the policy advice to the Premier.

He has previously been an Assistant Under Treasurer with responsibility for State Fiscal Strategy and Taxation Policy including various other roles in Queensland Treasury over the past 15 years.

Alex holds a Bachelor of Commerce, Griffith University, 1992 and a Postgraduate Diploma of Applied Economics, Griffith University, 1997.

Assistant Under Treasurer, Walter Ivessa

Walter joined Queensland Treasury in 1981 and was appointed as an Assistant Under Treasurer in February 1996. He holds a Bachelor of Economics. Prior to joining Treasury, Walter worked for several Commonwealth Government departments in the ACT.

As Assistant Under Treasurer for the Health and Community Services Branch and the Education and Justice Branch, Walter’s primary responsibilities include the Treasury interface with agencies such as Department of Health, Department of Communities, Department of Education and Training, Department of Community Safety, Queensland Police Service and the Department of Justice and Attorney-General in regard to; policy development, budget management, performance and risk assessment and major infrastructure development.

Assistant Under Treasurer, Ian Munro

Ian Munro is an Assistant Under Treasurer with Queensland Treasury where his key responsibilities include development and negotiation of commercial arrangements for major infrastructure projects being undertaken with the private sector in the delivery of the Government’s $82 billion South East Queensland Infrastructure Plan. He has some 20 years' experience in Treasury’s commercial/risk management area. Ian has recently also assumed responsibility for Treasury’s accounting policy area.

Ian is also a director of Queensland Motorways Limited, the Urban Land Development Authority, City North Infrastructure Pty Ltd, DBCT Holdings Pty Ltd and Queensland Lottery Corporation Pty Ltd.

Assistant Under Treasurer, Ken Sedgwick

Ken joined Treasury in 1991 and was appointed as an Assistant Under Treasurer in March 2005. He is the Assistant Under Treasurer for the Economic and Structural Policy and the Queensland Office of Regulatory Reform, which has responsibility for economic regulation and reform, along with oversighting financial issues related to the water industry in South East Queensland. Previously he has been the Assistant Under Treasurer for both Health and Community Services Branch and Resources Branch. He has also previously managed and led a number of projects within Treasury, including the commercial restructuring of several government entities, notably into government-owned corporations and companies. Ken holds a Bachelor of Economics.

Assistant Under Treasurer, John O'Connell

John joined Treasury in 1992 and began acting as an Assistant Under Treasurer in September 2005. He was permanently appointed to this role in December 2006. He has a Degree in Economics from the University of Queensland focusing on Government Administration, Public Finance and Economic Policy.

As the Assistant Under Treasurer for the Transport, Infrastructure and Government Services Branch and the Resources and Economic Development Branch, John’s primary responsibilities include the Treasury interface with the Departments of Transport and Main Roads, Public Works, Infrastructure and Planning, Environment and Natural Resources, Employment Economic Development and Innovation, Premier and Cabinet and Treasury; together with the Legislative Assembly, Office of the Governor, the Queensland Audit Office, the Public Service Commission, the Queensland Water Commission and the Southbank Corporation, in regard to policy development, budget management, performance and risk assessment and major infrastructure development.

Assistant Under Treasurer, Dr Gary Ward

Gary joined Queensland Treasury in 1997 and was appointed as an Assistant Under Treasurer in July 2007. He holds a Doctorate, Master of Arts and Bachelor of Arts degrees. Prior to joining Treasury, Gary worked in the Department of Local Government and Planning and the Australian Bureau of Statistics. Before joining the public service he worked as a lecturer at a number of universities, both in Australia and overseas.

Assistant Under Treasurer, Stuart Booker

Stuart Booker joined Treasury on 27 July 2009 as Assistant Under Treasurer, Commercial Division. He has taken up this role as a result of Assistant Treasurer Ian Munro moving to asset sales activities for an extended period of time. Stuart’s previous role as Deputy Director-General, Queensland Mines and Energy included responsibility for managing the Queensland Government’s Low Emissions Coal Technology activities, for which he continues to be responsible.

Stuart has worked extensively with the private sector over the past two decades facilitating major development projects and establishing major infrastructure to support the State’s mining and minerals processing sectors.

Earlier in his public sector career, Stuart progressed to Assistant Under Treasurer of the Division that was previously responsible for managing and advising on commercial activities.

Portfolio offices

Assistant Under Treasurer (OESR) and Government Statistician, Peter Crossman

Peter has been in Treasury since 1991 and has been an Assistant Under Treasurer since 1995 and Government Statistician since early 1999. Peter is primarily responsible for Treasury's economic and statistical research programs and activities.

His previous appointments include a secondment to Her Majesty's Treasury for 1998 and a two year secondment to the Queensland Commission of Audit for 1996 and 1997. Before joining Treasury, he was an Associate Professor in Economics at James Cook University and is a Life Member of Clare Hall, University of Cambridge. He is currently an adjunct Professor of Griffith University.

Peter's major professional interests include economic and statistical policy and research, especially in relation to the economics of innovation, productivity and information, statistical reform and econometric modelling. Peter holds a Bachelor of Economics and a Ph.D.

Executive Director, Office of Government Owned Corporations, Adrian Noon

Adrian Noon has worked in a variety of roles since he began in Queensland Treasury in 1996. In addition to his current position, Adrian was also the Director of Fiscal Branch, Director of General Government and Coordination Branch, and the Section Head of the Government Finance Statistics Section.

Adrian was seconded in February 2001 to be the Special Advisor (Treasury) in the Office of the Deputy Premier and Treasurer. With the retirement of the Honourable Terry Mackenroth MP in July 2005, Adrian was then seconded to be the Deputy Chief of staff (Economic) in the Office of the Premier, a position he held until his current appointment in August 2006. Prior to joining Queensland Treasury, he worked in the Department of Prime Minister and Cabinet and the Australian Bureau of Statistics.

Adrian's qualifications include a Master of Public Policy, Bachelor of Economics - Honours, and Bachelor of Business (Communication). He is a published author of several academic papers in the fields of fiscal policy and Commonwealth State financial relations.

Executive Director, Office of State Revenue, David Smith

David was appointed Executive Director of the Office of State Revenue in December 2006. He is also responsible for the Commonwealth Taxes Unit within Treasury which oversees Goods and Services Tax (GST) and Fringe Benefits Tax (FBT) activities. Prior to the most recent appointment, David was an Assistant Under Treasurer, Fiscal Strategy. He has also held Assistant Under Treasurer positions responsible for Education and Innovation, Economic Policy and Inter-Governmental Relations.

David has also held the Government Statistician for Queensland position. David holds a Bachelor of Economics.

Executive Director, Portfolio Services, Chris Turnbull

Chris came to the Portfolio Services in December 2002. He has had broad experience in Treasury with periods in The Budget Division, The Office of Financial Management, Whole-of-Government Reporting, as well as a 12-month secondment to Queensland Office of Gaming Regulation acting as Executive Director. He oversaw the transition of Treasury resources to the new shared service supply arrangements and more recently has acted in an Executive Director position in the Shared Services Agency. Chris also holds a Bachelor of Commerce.

Insurance Commissioner, Motor Accident Insurance Commission, John Hand

John was appointed as Insurance Commissioner in April 2007. He is a Senior Associate with the Australian and New Zealand Institute of Insurance and Finance.

John’s primary responsibilities include regulation of the Queensland Compulsory Third Party scheme in accordance with the Motor Accident Insurance Act 1994. As the Insurance Commissioner, he is also responsible for two areas of the Treasury Department output: management of the Queensland Government Insurance Fund and general advice to Government on all insurance matters.

John’s previous appointment was Deputy Insurance Commissioner, Motor Accident Insurance Commission (1993 – 2007). This followed a long career with the Workers’ Compensation Board of Queensland. Having commenced with the Queensland State Government Insurance Office (SGIO) in 1967, John has an insurance career spanning more than 40 years.

Commercial Counsel, Keith Millman

Keith joined Treasury in 1988 in the Taxation Policy Branch, before moving to the Legal Services Unit on its creation in 1991. He was appointed Commercial Counsel in 1997.

State Actuary, Wayne Cannon

Wayne was appointed to this role in November 2001, returning to the Office from a seven-month appointment in the United Kingdom with PricewaterhouseCoopers. Prior to this he had been part of the State Actuary's Office since 1993. He has also worked in the Queensland Government Statistician's Office and the Australian Bureau of Statistics.

Wayne's primary responsibilities include the provision of actuarial advice to the Government regarding:

He is also the actuarial advisor to the QSuper Board of Trustees and a member of the Long Term Asset Advisory Board and the QGIF Governance Committee.

Wayne holds a Bachelor of Science (Hons), is a Fellow of the Institute of Actuaries of Australia (IAAust), a Fellow of the Financial Services Institute of Australia and served on the Council of the IAAust in 2008.
