Leadership

Treasury places a strong emphasis on leadership at all levels of the organisation. This is achieved through our structure, as well as initiatives to develop the leadership ability of our staff.

Leading the organisation

The Under Treasurer sets the direction for the organisation, supported by executive groups and committees.

Each of Treasury's offices has a Management Group that provides a strategic forum on key issues and direction for the office. They are responsible for determining the strategic direction and guiding the organisational development of their office. They also develop and implement their office's business directions. The Management Groups monitor and manage the performance of outputs, internal systems and processes, review internal capabilities and ensure compliance.

To ensure a portfolio-wide approach to resource management, Treasury has a Portfolio Management Group consisting of the Under Treasurer, Deputy Under Treasurer, Executive Director (Corporate Services) and all Executive Directors. The group addresses people management and portfolio corporate governance issues. It also determines operational policy and develops strategies to identify and manage key areas of risk and portfolio-wide issues, including infrastructure.

The Portfolio Management Group is supported by three sub-committees.

  • The Risk Management and Audit Committee reviews and provides advice on internal controls, financial performance and management efficiencies. It also ensures a strong focus on risk management and corporate governance across the portfolio. A representative from the Queensland Audit Office attends meetings as appropriate.
  • The Resource Performance Committee monitors and reviews the financial and non-financial performance of Treasury's outputs and provides direction on resource management issues.
  • The Corporate Services Committee's role is to guide the provision of corporate support functions across the portfolio. It also monitors the ongoing performance and cost-effectivness of corporate services in each office.

The Middle Management Group includes all portfolio senior executives and managers and meets quarterly to foster development, networking and teamwork.

Developing leaders

Treasury offers tailored development programs and forums to enrich the leadership skills of all staff.

The Treasury Leadership Program provides managers with the capability to lead the department. Sixty-three per cent of mangers, primarily at the AO8 to SO1 levels, have completed the program. Regular evaluation shows significant changes in behavior, knowledge and skills of participants with a strong return on investment.

Following the success of this program in 2001-02, we developed the Professional Excellence Program for staff at the AO5 to AO7 level. This program provides the future leaders of the department with opportunities to develop their leadership and management skills. Forty-three staff participated in the program, each supported by a sponsor and coach.

Leadership in government

As a central agency, Treasury provides leadership within the Queensland Government in our role as the State's financial and economic manager. This is evident in activities such as the management of the State Budget process and our work on the Aligning Services and Priorities program and the Priorities in Progress report.
