Building a better health system through engagement

In 2005, Treasury provided assistance in a five-month review of the State's public health system - the most comprehensive review of its kind ever undertaken in the State. This review, conducted by independent consultant Peter Forster, included a wide-reaching engagement program.

From May to September 2005, a small team of Treasury staff were seconded, together with staff from other Government agencies, to assist Peter Forster. This assistance involved talking to community members, past and current patients, doctors, nurses and other hospital staff at community forums and hospital visits throughout the State. Peter Forster then used the community feedback and other research to produce two independent reports for the Queensland Government.

In response to recommendations in these reports, the Queensland Government developed the Health Action Plan and released the Special Fiscal and Economic Statement in October 2005. This response resulted in the biggest single injection of health funding in Queensland's history - a $6.367 billion package in just over five years to 2010-11. Our Treasury Health Team then developed the financial framework for this massive funding package. In 2006-07, Treasury's role will be to monitor the implementation of the Health Action Plan.
