The Regulatory Review Branch (RRB) supports the Queensland Government’s reform program to streamline existing regulation and simplify new regulation. The reform program aims to increase Queensland’s competitiveness and productivity by reducing the compliance requirements placed on individuals, business, communities and Government.
The Smart Regulation Annual Report highlights regulatory reform initiatives undertaken at both the State and national levels.
Branch responsibilities
The RRB has five core responsibilities:
COAG Seamless National Economy Reform Agenda
- Secretariat to various Council of Australia Governments (COAG) working and reference groups
- coordinating Queensland Government reform areas and reporting to COAG in the areas of best practice regulation and cross-jurisdictional and competition hot spots
National Occupational Licensing System
- coordinating implementation of the National Occupational Licensing System (NOLS) in Queensland - the NOLS will initially apply to plumbers, electricians, gasfitters, property agents, and refrigeration and air-conditioning mechanics
- representing the Queensland Government on the national Steering Committee responsible for developing the NOLS, with the support of Queensland's occupational licensing regulators
Regulatory Assessment Statement system
- assessing and providing advice on the Regulatory Assessment Statement (RAS) system
- developing improvements to regulation making and review processes
Mutual recognition
- administering the Mutual Recognition (Queensland) Act 1992 and the Trans-Tasman Mutual Recognition (Queensland) Act 2003
- providing advice and assistance to Queensland Government agencies on the application of mutual recognition in Queensland.
Treasury Regulatory Simplification Plan
- developing the Treasury Regulatory Simplification Plan and reporting on progress to the Queensland Business Commissioner.
