2.1b Develop Service Delivery Statements (Agencies; approved by CBRC)
Output performance measures, targets and estimated actual results are contained in the Service Delivery Statements (SDS). The Service Delivery Statements have evolved from the set of individual Ministerial Portfolio Statements that have been prepared in the past. These documents have been combined into one Budget Paper that comprises several volumes, consistent with practice in other jurisdictions.
The Service Delivery Statements provide budgeted financial and non-financial information for the Budget year. The document comprises a section for each Minister's portfolio and for the Speaker of the Legislative Assembly of Queensland. Service Delivery Statements are a primary source of information for Parliamentary Estimates Committees examining the funding provided to each portfolio. They are also used by Members of Parliament, media, the public and other interested parties for information on the performance of Queensland Government agencies.
Governance
Each accountable officer and statutory body must contribute to their portfolio's section og the SDS each year as part of the State Budget process.
Timing
At the time agencies commence strategic planning, they should simultaneously consider the content for their SDS. The SDS, including performance targets, are reviewed and published as part of the annual State Budget process each year.
