4.1 Prepare and develop agency budget priorities (agencies)

Taking into account their strategic, asset and ICT resources strategic plans, and any other relevant factors, such as community and Ministerial feedback and intergovernmental relations, agencies consider their priorities for the coming Budget period.

These Budget priorities, along with Treasury's advice on the Budget process endorsed by the Cabinet Budget Review Committee (CBRC) for the year in question, will form the basis for development of the agency's Budget submissions to CBRC.

Governance

The submissions arising from this process are prepared by agency staff on behalf of the Minister, and the Minister will be required to advocate the submissions to CBRC (process 4.3).

Timing

Agencies may consider and determine their Budget priorities at any time, bearing in mind the deadlines for submissions to be lodged for the annual State Budget process.

Treasury will advise agencies of submission formats and deadlines as soon as they have been endorsed by CBRC. Based on a June Budget, this process is likely to occur in December.
