I am seeking documentation that relates to the Governments position on the definition of Net Revenue Billed as used in MRA1.3. The Ruling defines net revenue billed as being the net revenue billed for the period and is related back to the total invoiced payable tonnes for the period.

Any explanatory documentation that exists relating to the specific words used and how they are to be interpreted is sought. This can include documentation outlining the reasons why coal is not included in the adjustments regime, as well as any materials associated with the development of MRA1.3.
